Currently we change to default location for the user when:
1. User has one available directory and open the location dialog.
Or
2. The location dialog opens, and only has one available directory to choose.

However if the user used the SD card, choose not to prompt the dialog again, pull out SD card, then restart Chrome. All downloads will fail because change to default is all done in Java layer.
