Chrome only infrequently triggering low power fullscreen/detached video mode

Issue description

Chrome Version: 72.0.3588.0
OS: 10.14 (18A391)

What steps will reproduce the problem?
(1) Verify that no screen recording apps are running and that nothing is forcing use of the discrete GPU on some laptops (some applications and web pages force the discrete GPU on laptops which have one). Verify by going to the Energy Tab in Activity Monitor. The section at the bottom of the window should say "Graphics Card: Integrated" or similar; NOT "High Perf". Also verify by performing the below steps in Safari, which should pass (note: Safari will only play the H264 videos on that page, this is expected).
(2) Launch Quartz Debug (part of Additional Tools for Xcode) and turn on Show Detached Regions in the Tools menu.
(3) Visit any video player (e.g. YouTube), or, for a consistent test: Load http://crosvideo.appspot.com/, select, e.g., "H264 DASH 30 FPS" from the "Test manifest" menu, click "Load stream" and play the video in fullscreen until the controls disappear and only the video is visible.
(4) Optional: repeat with other video types in the "Test manifest" menu, or other websites.

What is the expected result?
As soon as the controls fade out in fullscreen and only the video is visible, the red overlay should disappear or change colors, indicating that the system is using a power-efficient graphics path.

What happens instead?
The overlay stays red.

I'm not sure whether this regression was triggered by a Chrome change or a macOS change (e.g. Mojave).

MacBook Pro (15-inch, 2017) (MacBookPro14,3)
3.1 GHz Intel Core i7
Intel HD Graphics 630 1536 MB
Radeon Pro 560 4096 MB
 
Elly mentioned that a way for Chrome to detect when it's on the low-power path could be useful, e.g. for an UMA stat.

TE, do you think you could test this on a few macOS versions (at least 10.13 and 10.14) on a few different types of Apple hardware? I'm not sure which Macs support the low power path, but you can test a given machine by performing the above steps in Safari first. I'm happy to chat or answer questions.

Tried testing the issue on chrome reported version# 72.0.3588.0 using Mac 10.14 with steps mentioned below:
1) Launched chrome reported version and installed 'Xcode' from App store
2) As per steps mentioned comment# 0(step-2), tried launching Quartz Debug, but seeing error on launching it, please find attached screenshot for the same.

@Reporter: Please find the attached screenshot for your reference and let us know if we missed any steps in reproducing the issue.

That looks like an old version of the tools. I believe the current one is part of "Additional Tools for Xcode 10".
Would you mind trying again with the current version of Quartz Debug? Feel free to ping me if you have trouble getting it.

Able to reproduce the issue on chrome reported version# 72.0.3588.0 with steps mentioned in comment# 0 & 5 using Mac 10.13.6 and 10.14 and observations are as follows:

For Mac 10.14:
Able to reproduce the issue on chrome reported version# 72.0.3588.0, latest chrome# 72.0.3594.0 and Issue is seen from M-60(60.0.3090.0).

For Mac 10.13.6:
Able to reproduce the issue on chrome reported version# 72.0.3588.0, latest chrome# 72.0.3594.0. On M-60(60.0.3112.0), after playing the video using the link: http://crosvideo.appspot.com/using, as soon as the controls fade out, video is visible on full-screen, then red overlay got disappear and able to see the video in normal format.

sdy@ Could you please find the above mentioned information and provide your feedback on it. Let us know if we need Bisect information using Mac 10.13.6.

in Chrome Media AV Analysis we noticed power usage for our clear video 1080p60FPSVP9 (and to lesser degree h264) fullscreen jump 2x starting in early june. 

HW is macbookpro_i5_5257u_inteliris6100. ccameron thought this bug could be related to our power spike? OS version is High Sierra Version 10.13.6
