master scheduler tick rate is low

Master scheduler tick rate is in the dumps, and is causing alerts to be fired. Don't know about any real impact to jobs.

Looks like we need a push to prod to kick it back up, is all.

Last push was Oct 12th, which is way to long ago.

Deputy is not available during PST hours today, and dut failure rates are high, so I expect at least background impact to job throughput from this bug.

Going to push to prod to workaround this problem.
