Post-process and archive html coverage report on recipe resource script

The report script currently only writes the html report to a directory. We should do the same post-processing as coverage.py (to get the report in the format expected by chromium-coverage.appspot.com) and also tar/gzip it .

This has been done for the metadata format (compressed and flat reports should contain 'dirs' and 'components' aggregate information)

The html post-processing will probably not be necessary, as the service should consume the data in json metadata foramt
