Window captions are not selecteable in overview mode |

Issue descriptionChrome Version: 70.0.3538.69 (Official Build) beta (64-bit) OS: Chrome OS What steps will reproduce the problem? (1) Enter overview mode (F5) (2) Click at one of the windows' caption What is the expected result? That window is selected What happens instead? Nothing. You need to click / tap the window scaled content area to select. This used to work, not sure if the change was intentional.
