What steps will reproduce the problem?
(1) Dismiss all but one notifications

What is the expected result?
One remaining notification is shown

What happens instead?
One remaining notification and a small "minimized" notification shown as a "dot".

See attached screenshot - seems like the display is taken from how it would look on the phone.
