What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://settings/languages.
2.Change browser language to any language eg.Hindi, Marathi etc.
3.Now navigate to 'chrome://settings/searchEngines' and click on 'Add' button such that 'Add search engine' overlay will appear.
4.Observe.

Actual  : Text on 'Add Search engine' overlay is seen chopped after changing browser language.
Expected: Text on 'Add Search engine' overlay should not be seen chopped after changing browser language.

This is Regression issue seen in M-69, and below is bisect info.
Good Build: 69.0.3450.0
Bad Build: 69.0.3451.0

Unable to provide 'per-revision' bisect as it shows "RuntimeError : We don't have enough builds to bisect..." error message for above range. 
Hence provided suspect through 'Chromium bisect'.
