What steps will reproduce the problem?
(1)Sign into User -> Sign out -> In sign-out screen press 'Ctrl+Shift+Alt+R' key to Power wash the Device ->observe blink of Sign-in screen is seen and then 'Reset this Chrome device' overlay is seen 
(Please refer Video and Screenshot)

Expected:  No such blink of Sign-in screen should be seen and directly on pressing 'Ctrl+Shift+Alt+R' key  'Reset this Chrome device' overlay is seen 
Actual: Instead blink of Sign-in screen is seen

This is Regression issue as same is working fine in M-70
