Issue descriptionChrome Version: 71.0.3578.17/11151.8.0 dev channel Reks OS: Chrome OS ARC What steps will reproduce the problem? (1)Sign-in to user >> Navigate to chrome://settings/crostini for Linux(Beta) (2)Click on 'Turn on' button >> Hover mouse on 'Install' & 'Cancel' buttons and observe Actual: Arrow pointer is seen on 'Install' & 'Cancel' buttons Expected:Instead,hand pointer should be seen on buttons This is a Non-Regression issue seen from M70 Attaching screencast for reference..

This is a consequence of using views for this dialog. As far as I can tell, no views use the hand pointer for actionable buttons, whereas Polymer does. Josh is converting this dialog to Web UI which should resolve this issue. I will assign it to him.
