Flash Settings Lost After Every Session

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Go to chrome://settings/content/flash
2. Choose "Block sites from running Flash"
3. Visit a site where Flash is still required (unfortunately).
4. Click the lock icon in the address bar.
5. Change the site's Flash setting from "Block (default)" to "Allow"
6. Proceed with reloading the site to run Flash.
7. Close Chrome.
8. Re-launch Chrome and visit the same site again.

What is the expected behavior?
Chrome should remember site-specific settings for Flash.

What went wrong?
Somewhere around version 69 or 70, Chrome stopped saving Flash settings and will block Flash on all sites after every re-launch.

Did this work before? Yes 68-ish

Non-Persisted HTML5 by Default (Target: Chrome 69 - September 2018)
Sites using Flash will require explicit permission to run, every time the user restarts the browser.

Future Chrome updates will require more manual steps and/or make it harder to run Flash content.
Adobe (creator of Flash) in conjunction with all major browsers, has announced to end-of-life Flash by the end of 2020.

This is not being represented anywhere in the UI.  Every time I add an exception to the Allow list, it is magically vanishing.  It's highly confusing and inconsistent with other pages of the Settings, giving a strong appearance of broken behavior.
