What steps will reproduce the problem?
(1)Recover build >> In OOBE,Go to Accessibility settings screen
(2)Enable Chromevox(spoken feedback) >> orange reader focus is seen on Chromevox toggle button
(3)Scroll down the page and observe the orange focus

Actual: Weird chromevox reader focus is seen when page is scroll down
Expected: No such unwanted weird reader focus should be seen

This is a Non-Regression issue seen from 71.0.3572.0/11140.0.0 dev
