Can't enable Sync due to Uncaught TypeError: element.hasAttribute is not a function", source: chrome://sync-confirmation/sync_confirmation.js

Issue description

Chrome Version       : 72.0.3587.0
OS Version: OS X 10.13.6

What steps will reproduce the problem?
1. Add an account via user manager, signin
2. Try to enable sync on the dialog that shows

What is the expected result?

enables, dialog dismisses.


What happens instead of that?

Click registers, dialog stays. Log output to console like:

After a lot of mashing, the dialog eventually dismisses itself. And... it looks like sync is enabled?

There were some problems recently with the sync confirmation dialog - msarda, could this be another symptom of the same thing?
