cookie option keeps going to blocked

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/72.0.3587.0 Safari/537.36

Steps to reproduce the problem:
1.open advanced settings select to allow cookies,  
2.upon closing the browser than reopen it has gone to the "blocked" option 
3. 

What is the expected behavior?
for the option to allow cookies stay selected.  I usually have third cookies blocked, except when needed to sign in to watch a video.

What went wrong?
The option to allow cookies will not stay selected, keeps slipping to blocked.  I have enclose two pics, first on shows the desired, second show when it goes to blocked.

Did this work before? Yes I think it was working yesterday, Saturday 10-20

Chrome version: 72.0.3587.0  Channel: canary
OS Version: 10.0
Flash Version: built in

Deleted Canary and did a reinstall, did not help with the problem.

forgot to add that my normal version of Chrome 70.0... is not experiencing this problem, but I had to stop sync of settings between the two versions as it also seemed to be affected.

Able to reproduce the issue on reported chrome version #72.0.3587.0 and latest chrome version #72.0.3588.0 using Mac OS 10.13.6, Ubuntu 17.10 and Windows 10. The following is the bisect information.

Bisect Information:

Good Build : 72.0.3583.0
Bad Build : 72.0.3584.0

Note: Could not run tool bisect as it was throwing an error "RuntimeError: We don't have enough builds to bisect. revlist: []". So below ChangeLog is according to chromium bisect.
