Steps to reproduce the problem:
1. Plug Asus 302 into external monitor using USBC - HDMI
2. Click on the Apps Menu button (Circle)
3. there is no way to expand the Apps Shelf (the search box is at the bottom of the shelf)

What is the expected behavior?
A small UP arrow should be visable at the bottom of the Apps Shelf to expand it and allow access to all Apps Icons.

Switching to Mirror mode exhibits the correct behaviour.

What went wrong?
Cannot expand the Apps Shelf to access Apps Icons on the extended monitor (or mirrors

We tested same chromeOS on Google Pixel CB002 and it worked as expected.
