Apps Shelf cannot be expanded on Extended Monitor Screen on ASUS C302 (CAVE)

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/65.0.3325.181 Safari/537.36 Platform: 10895.78.0 (Official Build) stable-channel cave Steps to reproduce the problem: 1. Plug Asus 302 into external monitor using USBC - HDMI 2. Click on the Apps Menu button (Circle) 3. there is no way to expand the Apps Shelf (the search box is at the bottom of the shelf) What is the expected behavior? A small UP arrow should be visable at the bottom of the Apps Shelf to expand it and allow access to all Apps Icons. Switching to Mirror mode exhibits the correct behaviour. What went wrong? Cannot expand the Apps Shelf to access Apps Icons on the extended monitor (or mirrors Did this work before? Yes Tested on 62 Chrome version: 69.0.3497.120 Channel: n/a OS Version: 69.0.3497.120 Flash Version: 21.0.0.108 We tested same chromeOS on Google Pixel CB002 and it worked as expected.

Flash version should read 31.0.0.108. Typo.
