Some blinks launching Chrome in Windows 10

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Open Google Chrome
2. Check one or more blinks in taskbar

What is the expected behavior?
Taskbar must not do anything. 

What went wrong?
Windows 10 taskbar 10 blinks when you open Google Chrome. It happens all the time.

I tried some fixes provided by Microsoft (for example, fixing with some commands in Windows Powershell) for explorer.exe but the problem is not solved.

I've been affected by this issue since i updated to 70.0.3538.67

Did this work before? N/A
