Extremely slow down Windows files explorer while opening file

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Press button to open file on any webpage
2. File chooser (Explorer) opened
3. Trying to select a file but PC is slowed down

What is the expected behavior?

What went wrong?
UI is freezing or became very slow

Did this work before? N/A 

Chrome version: 69.0.3497.100  Channel: n/a
OS Version: 10.0

@Reporter : It would be really helpful if a sample URL/Test file is provided, so that we can investigate the issue further. You don't need a file, problem is in Windown explorer window. When it is shown to open a file, Windows extremely slow down and sometimes Chrome is not responding, then I had to close it by removing a task. As a result I can't use Crome for some cases with opening files. Please fix this!

Tried testing issue on reported chrome version #69.0.3497.100 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "gmail.com".
3.Clicked on compose mail and clicked on the attachment button.
4.Then File chooser got opened and selected a file.
5.Unable to observe any UI freezing or PC getting slow down.

@reporter: Could you please review attached screencast and let us know if anything is being missed here.

Thanks for check this up. Currently after restarting Chrome I can't catch the issue any more. Going to investigate this in another aspects, possible it is matter of Chrome extentions or just OS bug.

As per comment #6, can you please confirm if this issue can be closed, as the issue seems to be fixed after restarting Chrome.
