User-select: none behaves differently for primary and clipboard selection on x11

Select text from `foo` including `bar` 2. Press CTRL-C and use CTRL-V elsewhere 3. Press middle click elsewhere What is the expected behavior? Both copy and paste methods should yield the same result. The pasted text should read `foo bar`. Firefox (using -moz-user-select) copies only the selectable text for both methods. What went wrong? CTRL-V pastes `foo bar`, meaning only the selectable portion of the text was copied. Middle click pastes `foo should not copy bar`. Does it occur on multiple sites: Yes Is it a problem with a plugin? Unable to reproduce the issue on ubuntu 14.04 using chrome reported version #70.0.3538.67. Attached a screen cast for reference. Following are the steps followed to reproduce the issue. ------------ 1. Selected text from `foo` including `bar` 2. Pressed CTRL-C and use CTRL-V in texteditor. 3. Pressed middle click in texteditor. 4. Observed that both copy and paste methods yield the same result. The pasted text read `foo bar` as expected. reporter@ - Could you please check the issue by creating a new profile without any apps and extensions and please let us know if the issue still persists or not. Also please check the attached screen cast and please let us know if anything missed from our end. Thanks...!!

I have found that pressing CTRL-C before pasting with middle click does not produce the error. The instructions above should read: 1. Select text from `foo` including `bar` 2. Press CTRL-C and use CTRL-V elsewhere 3. Select text from `foo` including `bar`, do not press CTRL-C 4. Press middle click elsewhere I can confirm this error persists with a new clean profile. I am also experiencing it on Ubuntu 16.04 and 18.04.
