Static noise on video with chromium based applications when using MaxxAudio tech.

Issue description

Chrome Version       : 70.0.3538.67
URLs (if applicable) : Webtorrent.io, youtube.com
OS version               : Win 10
Network (such as Cable/DSL/Dial up etc): Fiber
Audio/Video format (if applicable):
Special chrome flags (if applicable):

Behavior in Safari (if known):
Behavior in Firefox (if known): No static sound whatsoever.

Video issue, Audio issue, both, neither? Audio issue.

Flash or HTML5?  HTML5

If the browser or renderer crashed (“Aw, Snap”), please add any crash
IDs from chrome://crashes  (possibly after enabling crash reporting per
http://support.google.com/chrome/bin/answer.py?hl=en&answer=96817)

What steps will reproduce the problem?
(1) Go to Webtorrent.io
(2) Wait for the video to start playing.
(3) Static sound can be heared when video is loaded. Even while the video is muted.

What is the expected result?
No static sound.

What is the actual result?
Static sound.

Any additional information (anything else which may help us debug the
issue)? It is also present on any other chromium based platform. (the Battle.net launcher uses chromium for certain UI elements. The video's there also produce static sound when loaded, doesn't have to be playing)
I noticed this issue only occurs when I have the MaxxAudio technology enabled (which is default) on my monitor (LG 34UC99-W).

Unable to reproduce the issue on Win-10 using chrome reported version #70.0.3538.67 and latest canary #72.0.3587.0.
The issue seems to be reproducible only when using MaxxAudio tech as per comment #0. As the issue is not available with test team to triage the issue. Hence, adding label TE-Hardware-Dependency.

What shows up in chrome://media-internals for the audio tab? Can you copy the information into this bug?

Also, what sample rate shows up as configured for your monitor's audio output as shown by Windows through the audio setup dialog?
