text-underline-position: under does not change color

Steps to reproduce the problem:
1. Hover on the link: https://codepen.io/anon/pen/ZqRJxy

What is the expected behavior?
Both the text and underline should transition to blue.

What went wrong?
Only the text transition to blue. All other browsers properly transition the underline as well.

Did this work before? N/A 

Does this work in other browsers? Yes

Chrome version: 69.0.3497.100  Channel: n/a

Able to reproduce the issue on chrome reported version# 69.0.3497.100, latest stable# 70.0.3538.67 and on latest chrome# 72.0.3588.0 with URL provided in comment# 0 using Mac 10.12.6. As this issue is seen from M-60(60.0.3112.0), hence considering this issue as Non-Regression and marking it as Untriaged.
Note: On Windows and Linux using the above URL provided in comment# 0, seen both the text and underline in blue.
