Fullscreen mode, open new tab, URL bar not focused as expected

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36

Steps to reproduce the problem:
1. Go into fullscreen mode by F11
2. Hit CTRL T to open a new tab
3. type something (which should be as for default in the URL bar), but nothing happens, the focus is not set

What is the expected behavior?
Like in default mode: Set the focus onto the URL bar when the new tab has been opened.

What went wrong?
URL bar not focused as expected by user.

Thanks for filing the issue!

Able to reproduce the issue on reported chrome version 69.0.3497.100 and on the latest version 72.0.3588.0 using Windows 10 and Ubuntu 14.04
Note: Issue isn't applicable to Mac

As the issue is seen from M60(60.0.3112.0) considering it as Non-Regression and marking it as Untriaged.
Given that there's no URL bar in full screen mode, as a user I'm not expecting it to show up, but characters could be typed in the page's text field instead (that's what I thought would happen the first time I tried).
I am also one of the users and I expect that ;) It should be the same as with default mode. Counter question: What would be the disadvantage?

Wrong, to be able to type you need to mouse click into the window.

Right, so the text field could be focused by default in full screen mode (or even in all modes, given that whenever you type in it keystrokes go to the URL bar anyway ; except that in full screen mode they would "stay" in the field).

This is certainly a corner case. Ideally in this case, Ctrl+T shouldn't work in fullscreen.

I also ran into this. I don't think preventing new tabs being opened in full screen mode is the answer.  In any case, you can enter full screen mode on an existing new tab page, or even have a new tab page open in the background, switch to full screen and then switch tabs.

Really the (already weird) behaviour that directs text entry to the URL bar should be disabled when the URL bar isn't there!
P.S. For added weird behaviour, attempt to paste something in the search box (either via keyboard shortcut or context menu).  The search box will disappear and the prediction bit of the omnibar will appear, but it's nonfunctional and can't be dismissed.
