An error occurred while checking for updates

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Example URL:
chrome://settings/help

Steps to reproduce the problem:

What is the expected behavior?
Right after Chrome updated itself to the current (latest) version, it automatically checked for newer version and gave us the error below. 

It never happened before.

Chrome works fine now. This is the only issue.

What went wrong?
This is the error message we are getting from Chrome:

An error occurred while checking for updates: Update check failed to start (error code 3: 0x80070057 -- system level).

Did this work before? Yes The one before

Chrome version: 70.0.3538.67  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: 

Its not malware, virus, firewall, add blockers or anything of the sort. It is an issue that started immediately after Chrome updated itself to the latest version.

So we assume its a bug.

By the way, Chrome works fine. No issues but this one.

krollconsultants@ Thanks for the issue.

Tested this issue on Windows 10 on the reported version 70.0.3538.67 and the latest Canary 72.0.3587.0 and unable to reproduce the issue.
Could update to the latest Stable and Canary versions and couldn't observe any errors on the chrome://settings/help.

Request you to restart your machine and retry the issue on a new chrome profile without any flags/extensions and update the thread with the observations.

Hi. This error means that Chrome is having trouble communicating with Google Update to perform an on-demand update check. The same error (though not necessarily the same underlying cause) was reported in issue 639857. Would you please follow the instructions in https://bugs.chromium.org/p/chromium/issues/detail?id=639857#c4 and provide a log from Sawbuck? Perhaps this will shed some light.

Sorin: do you have any other suggestions? Would you please take over from here? Thanks.
