Devtools' port forwarding has no integration tests.

https://chromium-review.googlesource.com/c/chromium/src/+/1184306 apparently broke Devtools' port forwarding 2 months ago.  It wasn't noticed until today (See  issue 896603 ).  We should have tests to prevent future breakages.
