Browser windows can't be resized in splitscreen in tablet mode |

Issue descriptionChrome Version: 72.0.3586.0 OS: Chrome What steps will reproduce the problem? (1) Enter tablet mode, open at least two browser windows (2) Enter overview and snap two browser windows into splitscreen (3) Drag to drag the split divider to resize the two browser windows What is the expected result? There are 3 pre-determined position (1/3, 1/2, 2/3 of screen width or height). Browser windows should be able to put on any of these positions. What happens instead? Browser windows can only be put on 1/2 position.

Daisy, it seems like the address bar, being the widest, but flexible width item, would be the thing that limits the min width. Can we lower the min width of the address bar?

Yes it is the address bar/omnibox being the widest. +omnibox owner tommycli@, can we lower the min width of the address bar so that we can put the browser window in 1/3 position in splitscreen?
