Browser windows can't be resized in splitscreen in tablet mode

Issue description

Chrome Version: 72.0.3586.0
OS: Chrome

What steps will reproduce the problem?
(1) Enter tablet mode, open at least two browser windows
(2) Enter overview and snap two browser windows into splitscreen
(3) Drag to drag the split divider to resize the two browser windows

What is the expected result?
There are 3 pre-determined position (1/3, 1/2, 2/3 of screen width or height). Browser windows should be able to put on any of these positions.

What happens instead?
Browser windows can only be put on 1/2 position.

Looked into this issue and found:
1) The reason of the browser window can't be snapped in 1/3 position is its minimium width is larger than 1/3 of the screen width. However, if the device is in laptop mode, its minimum width is smaller than 1/3 of the screen width.
2) The reason the minimum width is different in laptop mode and in tablet mode is that the toolbar's (which includes back button, refresh button, address bar, etc) minimum size is different in these two modes, see https://cs.chromium.org/chromium/src/chrome/browser/ui/views/frame/browser_view_layout.cc?rcl=918089a79d2441f240380653c2c5c20e76dceaf8&l=208
3) the toolbar's size differs in laptop mode and tablet mode is because of the touch ui optimization (touchable chrome work in Issue 805267). 

So after the touchable chrome change, the minimum size of the browser window has changed to more than 1/3 of the screen size. 

Not sure what we can do here. Omri, Ben, any thoughts?
Daisy, it seems like the address bar, being the widest, but flexible width item, would be the thing that limits the min width. Can we lower the min width of the address bar?

Yes it is the address bar/omnibox being the widest.
+omnibox owner tommycli@, can we lower the min width of the address bar so that we can put the browser window in 1/3 position in splitscreen?
