Unnecessary scroll event in RTL mode for offscreen element

Issue description

Chrome Version: (Version 69.0.3497.100 (Official Build) (64-bit))
OS: Linux

What steps will reproduce the problem?
(1) http://jsfiddle.net/bk96wv97/417/
(2) Open Dev Console.
(3) Run it

What is the expected result?
No "scroll" event triggered.

What happens instead?
"scroll" event triggered.

Working case:
LTR works fine (remove "rtl" attribute in <html>, invert the transform): http://jsfiddle.net/c35f8wdj/6/
