Unable to user sign-out with Ctrl+Sht+Q when Linux terminal as active window.

Issue description

Chrome OS 11151.6.0, 71.0.3578.13

Please specify Cr-* of the system to which this bug/feature applies (add
the label below).

Steps To Reproduce:
(1)Login to user account
(2)Enable linux terminal from settings window.
(3)Try to user sign-out with shortcut keys

Expected Result:

Actual Result:
Unable to sign-out.

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)

What is the impact to the user, and is there a workaround? If so, what is
it?

Please provide any additional information below. Attach a screen shot or
log if possible.

there are no immediate plans to change this.  users can fully control what keys they don't want the terminal to capture.  please see the FAQ for details:
