For some low memory devices, they are unable to support the copies IPP attribute.  In this situation, we need to send the print content multiple times.  We rely on CUPS to handle this transformation.  Ensure that it is handling copies properly when the printer declares that it cannot support multiple copies.

Note: In the IPP Everywhere spec, copies-supported is only required on PDF and JPEG printers.
