can't scroll with logitech wireless mouse

Issue description

Chrome Version: <From about:version: Google Chrome 70.0.3568.67>
<b>Chrome OS Version: <From about:version: Platform x.x.x.x></b>
<b>Chrome OS Platform: <Make/model of computer running Chrome OS></b>:dell t5600 workstation, running win 10 pro, 64 bit, vers 10.0.17134 build 17134
<b>Network info: <network, encryption type, router model (if known)></b>comcast network, encryption unknown, xfinity modem/gateway cgm4140com

Issue is with scrolling using logitech M705 wireless mouse.  Scroll wheel does not scroll on any page in chrome browser.  Have reset browse, turned off smoothj scrolling, emptied cache and cookies, all to no avail. 

conventional usb mouse work fine . problem only appears with M705 mouse.

Steps To Reproduce:
(1)open the browser
(2)go to as page long enought to require scrolling
(3)try to scroll

Expected Result: nothing happens

Actual Result:

How frequently does this problem reproduce? (Always, sometimes, hard to
reproduce?)always

What is the impact to the user, and is there a workaround? If so, what is
it?  cant use mouse of choice for chrome browser only.  this problem does not appear in any other app i use.

log if possible.
