A11y: PDF viewer: ChromeVox does not focus on the document when opened from file manager

Steps to repro:
# With ChromeVox on, download https://itaccessibility.arizona.edu/sites/itaccessibility.arizona.edu/files/documents/acrobat-xi-pdf-accessibility-overview.pdf
# Open file manager and navigate to the pdf file
# Press search+m to open the context menu and choose 'view' from the menu
# When the new tab is created, use search+right to navigate the document

Expected: ChromeVox begins navigating the document viewer controls and the pdf document

Actual: ChromeVox navigates the context menu that is no longer active and one must press tab to bring focus to the document

This does not depend on ChromeVox at all. Instead, it depends on whether the most recently active Chrome window, which is the one that will open the PDF in a new tab, has focus in the Omnibox. If it does, then the Omnibox retains focus and exhibits this behavior. If it does not, then this does not occur.
