A11y: PDF viewer: ChromeVox does not announce the pdf's title

Steps to repro:
# With ChromeVox on, visit https://itaccessibility.arizona.edu/sites/itaccessibility.arizona.edu/files/documents/acrobat-xi-pdf-accessibility-overview.pdf
# Press search+a, search+w to announce the title

Expected: ChromeVox would announce the document title or the file name
Works as expected with JAWS and NVDA on windows

Actual: ChromeVox announces the URL

This has been fixed recently in M72. Somewhere between r603285 and r612437.
