Korean/Hangul stroke combination doesn't work properly on app Launcher

Issue description

Chrome Version       : 71.0.3578.13 
Platform             : 11151.6.0   -  cyan


What steps will reproduce the problem?
(1)  set IME to Korean/2Set
(2)  click on Launcher icon 
(3)  try to enter "dldjeh" on "Search your device, apps, web..." field
(4)  delete  the previous input
(5)  enter "gksrmf" on the search field
(6)  hit space key and enter "rmf"

What is the expected result?
On step#5,  "한글" should be entered. 

What happens instead?
On step#3, "이어도" enters.  It works fine
On step#5, "한ㄱ르" enters.  It should be entered "한글". 
On step#6, "글" enters. It is the right character.

On step#5, seems Ko IME is broken after entering a character which has "Jongseong (ex:한) "
On step#6, seems "Space/delete..." keys resets the Ko IME.

Please provide any additional information below. Attach a screenshot if
possible.

Related to onSurroundingTextChange event after setComposition() call, a special behavior of the app launcher.
