Steps to reproduce the problem:
1. Power on the chromebook
2. When at the sign on screen, press alt+v
3. System information does not populate in the top right corner of the screen

What is the expected behavior?
System information is to be shown at the top right corner of the screen.

What went wrong?
Use to work in version 69.  In 70 it is not working
