[User Feedback - Stable] Slovak: Context menu has multiple options with the same anchor letter for shortcuts

Issue description

Chrome Version: 70.0.3538.67
OS Version: Windows 10

Hey all,

We have a report from a user on the community that the Slovak language option of Chrome is showing multiple shortcuts with the same anchor key in the context menu.

Here's the report:

With the latest (stable) build 70.0.3538.67 (64bit) the CTRL+SHIFT+Q shortcut to close and save tabs was removed.
Now I am getting a pop-up to:
- use ALT + F combination
- press "k"
however there is a problem with this one, my Chrome is in Slovak language and in my case I have 2 context menu options with "k" as an anchor letter (New tab and Exit). Similar with "n", that one I have for 4 context options (new window, new window incognito, find and settings).

Note: I'm not sure if this is simply a localization issue, or if there are actually conflicting anchor keys. Flagging either way :)

Able to reproduce the issue on Win-10 and Ubuntu 14.04 using chrome reported version #70.0.3538.67 and latest canary #72.0.3587.0. Issue is not seen in OS-mac.
This is a non-regression issue i.e 2 context menu options with "k" as an anchor letter (New tab and Exit) as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

Still we are able to reproduce the issue on Windows & linux using chrome latest versions as per C#0.Hence adding appropriate labels.
