[LayoutNG] Scrolling is super slow on heavy pages

STEPS:
1. Open https://chrome-swarming.appspot.com/task?id=40990d16928ad110&refresh=10&show_raw=1
(make sure you signed in)
2. Wait until it loads. It takes a bit.
3. Scroll.

Compare NG with legacy. Scroll is very smooth in legacy, while in NG, each scroll step takes very long.

Hm, does not repro on my home PC, maybe there's other conditions. Need to double check at my office PC.
