No dialog when clicking on blocked apps

Issue description

Not sure if this was intentionally removed 

1. Sign in as a unicorn user
2. Install an app
3. Block it on the parent's family link app
4. Click the (now) grey app icon

Nothing happens. Previously there was a dialog saying it was blocked.
