Login process interruption causes extension problem

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_14_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36
Platform: 	11013.0.0 (Official Build) canary-channel reef-unibuild (electro basking pyro sand snappy alan bigdaddy)

Steps to reproduce the problem:
1. Use policy lid closed =sleep
2. Reach the user login screen
3. Enter credentials and press enter/login arrow
4. Quickly, as soon as the screen image transitions off of the login screen, close the lid.
5. Allow the device to enter sleep
6. Open device, and use credentials to unlock the screen

What is the expected behavior?
Force installed extensions will continue to load successfully
OR
An interrupted login process will log the user off

What went wrong?
The force installed extensions (GoGuardian web filter and Hapara screen monitoring) are in a stopped state, providing no functionality.

We don't know if/how long this has been an issue.

We tested an Acer R751TN-C5P3 with Canary 70.0.3532.0 and the issue is still reproducible.

We tested an Acer C738T-C44Z with Canary 72.0.3582.0 and in this scenario an interrupted login process logs the user off, resolving the issue.  

We do not see a monorail report of this being fixed, and need to know that this is something that is being addressed.

Additional troubleshooting: I tested deleting the user from the login screen AND powerwashing via power+esc+refresh separately on the R751TN-C5P3 with Canary 70.0.3532.0 but have found that this issue is still reproducible.

Also experienced issue with Acer C740 and C771 Chromebooks. The merged ticket is not accessible, so adding comment here
Has anyone been experiencing this on V71 at all? Also can anyone confirm if `LidCloseActionLogout` or `LidCloseActionShutdown` have any positive impact within their domain?
