[DUET][Feature Request] Themed bottom bar with duet

Steps to reproduce the problem:
1. Open a website with the theme-color meta tag with duet flag enabled

What is the expected behavior?
The bottom bar is also tinted in the theme color

What went wrong?
The bottom bar stays in the default gray color

Did this work before? No 

Chrome version: 70.0.3538.64  Channel: stable
OS Version: 9
Flash Version: 

It might also make sense to introduce a seperate tag for the bottom color so that web sites could be even more immersive

We intentionally made the decision to not theme the bottom toolbar (except dark in incognito). There are too many cases where we end up with either stripes because of the bottom Android navigation controls being black or white. Theming both the Android nav and the bottom toolbar doesn't look good either. We eventually decided to leave it a neutral color.
