What steps will reproduce the problem?
1. Launch chrome, navigate to the above test url.
2. Click on Allow button on permission bubble.
3. Scroll down and click on 'Display the notification' button to generate notification bubble.
4. Observe.

Actual: Gear icon is not seen on notification bubble to navigate notification settings.
Expected: Gear icon should be available on notification bubble to navigate notification settings. 

This is a regression issue, broken in M-70 series, and below is the bisect-info

Good Build: 70.0.3530.0(Revision:584942)
Bad Build: 70.0.3531.0(Revision:585560)

peter: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message for above range. (tried on other machines but still getting the same error again)
2. And this issue is not reproducible in 'Chromium builds', hence provided manual suspect through 'Change log'.
3. Issue is not observed for Windows(7,8,8.1), Mac(10.13.1, 10.13.6, 10.14.1), Linux(14.04 LTS).
4. Issue is also reproducible on Stable/Beta #70.0.3538.67, Dev #71.0.3578.10 builds.
