ContentVerifierTest.ContentScriptsInLocales is flaky

I will disable it on Windows but the dashboard looks like it flaked on linux-chromeos-rel and linux-xenial-rel but much more rarely and they were retried successfully.

Disable ContentVerifierTest.ContentScriptsInLocales on Windows

The test is flaky on windows bots.
