OS:   Mac(10.13.1 , 10.13.6 , 10.14.1)  

What steps will reproduce the problem?
1. Launch chrome and navigate to gmail.com
2. Login with valid credentials and save passwords by clicking on key icon in omni box.
3. Navigate to chrome://settings/passwords and click on 'Export password' and export the password.
4. Observe Export password Dialogue box.

Actual Result  : Loading bar of export password is not seen in Export password Dialogue box.
Expected Result : Loading bar of export password should be seen in Export password Dialogue box.

This is Regression issue seen in M-71, and below is the bisect info.
Good Build: 71.0.3564.0
Bad Build: 71.0.3565.0

You are probably looking for a change made after 595227 (known good), but no later than 595243 (first known bad).

Note:

1.Unable to provide 'per-revision' bisect as it shows "We don't have enough builds to bisect" error message.
2.Tried on other machines but still getting the same error again.
3.Hence provided suspect through 'Chromium bisect'.
4.Issue not seen on OS: Win(7,8,8.1,10) and Linux(14.04 LTS)
