unable to download attachement on Outlook 365

Issue description

Chrome Version       : 69.0.3497.100 and 70.0.3538.6
URLs (if applicable) : https://outlook.office.com
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
    Firefox: OK (62.0.3)
    Internet Explorer : OK (11.0.9600.19155)

What steps will reproduce the problem?
(1) login to https://outlook.office.com with a microsoft office 365 subscription
(2) open an email with an attachment (.xls files, .pdf files, etc)
(3) click on download attachment

What is the expected result?
the attachement start downloading

What happens instead?
nothing happen at all

Please provide any additional information below. Attach a screenshot if
possible.
uninstalled latest version of chrome and reinstalled an older version : no more problem

More info: To avoid this problem in Chrome, users may be able to navigate to https://outlook.office365.com/owa/ and sign in to access attachments as expected. 

Additionally, affected users may download attachments in Outlook on the web through an alternative browser.

Current status: Our analysis indicates that the cause of this problem is outside the Microsoft-managed environment; however, we'll continue to track this issue and provide updates as they become available. Affected users are encouraged to use the workaround options listed in the "More Info" section above.

Scope of impact: Any user attempting to open Outlook on the web email attachments in Chrome could be impacted.

Preliminary root cause: A code issue contained in a recent update to the Chrome browser has affected the ability to download attachments in Outlook on the web.

Unable to reproduce the issue on reported chrome version #69.0.3497.100 and 70.0.3538.6 using Windows 10 by following below steps.

Steps:
=====
1.Launched chrome.
2.Navigated to "https://outlook.office.com".
3.Signed in and tried to download an attachment with a ".pdf" extension.
4.Observed that the file got downloaded successfully.

Attached screencast for reference.
@reporter: Request you to retry the issue by creating a new person without any apps and extensions installed, reset all flags to default and let us know if the issue still persists.

Microsoft confirm resolved. but

To avoid this problem in Chrome during the event, users may have been able to navigate to https://outlook.office365.com/owa/ and sign in to access attachments as expected.

Final status: We've received confirmation that the recent update to the Chrome browser that caused this issue has been rolled back, and our internal testing confirms that the problem is fixed. Affected users may need to restart their browser sessions to fully resolve the issue.

When opening an attachment specifically from inside Outlook you could get a blunder message saying that it can't make the record and to that, you require to check the authorizations on the folder you need to spare it in.
