Crostini app windows hidden on profile switching, need to click shelf to get them to re-appear |

Issue description1. Open some Crostini app windows (not the Terminal) 2. Switch to a separate profile 3. Switch back 4. Observe that the windows are no longer visible and do not appear in the alt-tab switcher. Clicking the shelf item re-shows the windows and they are no longer hidden by subsequent profile switches. |
