I'll keep this open for tracking purposes, but this likely won't get resolved anytime soon. ie: see the dozen other times a bug was filed for this and subsequently wontfix'ed cause no one knows what's going on or has the time to find out given how rarely it flakes: https://bugs.chromium.org/p/chromium/issues/list?can=1&q=%22LookupError%3A+unknown+encoding%3A+string-escape%22&colspec=ID+Pri+M+Stars+ReleaseBlock+Component+Status+Owner+Summary+OS+Modified&x=m&y=releaseblock&cells=ids

Holy crap, 2015? And here I thought it might be a vpython bug... I guess python is just buggy? :( This might get better when we switch to python3?
