Crostini Terminal open request from container does not spawn a Terminal if in different profile

Issue description

Running x-terminal-emulator from within Crostini opens a Terminal window, but fails to do this if in a different profile (it works fine if you switch away and then back).

Repro steps:
1. Log in two profiles A and B.
2. From profile A, type into the crostini terminal: "sleep 5 && x-terminal-emulator".
3. Switch to profile B.
4. Wait 5 seconds. Switch back to profile A.
5. Observe that a new terminal was not opened.

Looks like this works with JS apps.
were we just going to punt on this under the "we're not looking into multiprofile" umbrella ?
I'm totally fine with punting multiprofile stuff like this. :)
