Improve session restore on double crash bugs

Issue description

Chrome Version       : 71.0.3578.8
OS Version: 11151.4.0
URLs (if applicable) :
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Have a bunch of tabs in Chrome.
2. Do something that causes it to crash.
3. Before you can restore the tabs, Chrome crashes again.

What is the expected result?
When you click [Restore], you should get the original set of tabs you had in step 1.

What happens instead of that?
Instead, Chrome ate all the tabs.

possible.

Just hit this myself, and I suspect that issue 897432 has the same root-cause.

I believe that this is a long-standing issue rather than a regression. Nonetheless, it is extremely disruptive, and not Working-As-Intended.  Can we prioritize addressing this, plz? :)
