UX : support multiple dropping files on TabStrip

Issue description

Chrome Version: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.100 Safari/537.36
OS: Windows, Mac, Linux

What steps will reproduce the problem?
(1) drag the multiple files from File Explorer
(2) drop them on Tab strip
(3) See to open tab

What is the expected result?
Tabs should be opened per the file.

What happens instead?
A tab is opened only.

Reasoning:
Firefox and Safari already support the multiple dropping files on Tab strip.
Please refer to attached animation GIFs.


Did this work before? N/A 

I think we need to review it by UX engineer first.

Able to reproduce the issue on win,mac & linux using chrome stable & latest canary-72.0.3611.0 as per steps in C#0.Same issue seen from M60 to canary.
