Chrome Sync is "Paused" and I can't unpause it

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/70.0.3538.67 Safari/537.36

Steps to reproduce the problem:
1. Logout of Youtube or gmail

What is the expected behavior?
Chrome Sync should be active.

What went wrong?
Logging out of Google sites like youtube or gmail results in Chrome Sync being paused with no way to unpause it.

Did this work before? N/A 

Chrome version: 70.0.3538.67  Channel: stable
OS Version: 
Flash Version: 

It was working fine in Chrome 68. In Chrome 69, it was working fine when setting chrome://flags/#account-consistency to disabled.

Now it doesn't.
 
Update:

On Windows 10 it works fine. On Linux it doesn't.

Account Consistency means that the sign-in state is linked between the content area (Gmail, YouTube, etc) and Chrome (Sync), that's why signing out will also pause Sync. It will automatically get unpaused when you sign in again. This is all by design and working as intended.
If Sync does *not* get unpaused for you when you sign in again, please file a new bug for that!
