Settings: Two external monitors appear in Display arrangement, even though only one is connected

Issue description

Chrome OS Version: 70.0.3538.58 beta
Chrome OS Platform: Eve

User reports that they have on external monitor connected to their Chromebook; however, in Settings > Displays > Arrangement, that external monitor appears twice.

I failed to reproduce the bug. According to the log, there seems to be three displays.
