Transfer proxy authentication from login screen to new user's session |

Issue descriptionIn bug 204061 , the proxy http auth was copied from the temporary sign-in storage partition to the real one. This avoids the user having to type in the proxy settings, if needed, twice. This doesn't work with network service now. If we want this (I presume so), we'll need to add an API to NetworkContext to get a serialization of this data, and then have another API to apply it. The code is currently in ProfileAuthDataTransferer::TransferProxyAuthCache.
