Description: Provide a policy to allow admins to set the default setting Background Graphics for specific groups of users. 


Motivation:
For workers whom have jobs that do not require being in front of a computer 100% of the time they want to accomplish specific task and get back to there primary role. This is can be in retail, quick service restaurants, and manufacturing. 

Having to remember to check a box buried within the "more printer" options is not a great user experience. This adds steps to a task that should be quick. 

This makes it harder for any cloud worker to adopt Chrome OS from Windows where printing was a single click.   

Similar to policy for the feature request for black/white, and duplex options to be configurable to Admin Console, consider adding Background Graphics. (crub.com/885263).

Manually finding the printer options, and selecting the Background Graphics
