Tool Bar disappears in Fullscreen Mode making navigation impossible

Issue description

Chrome Version (from "Settings > About Google Chrome"):
Device Type: MacBook Pro(iPad 2, iPhone 4, etc)
URLs (if applicable):


Behavior in Safari (if applicable):


Steps to reproduce:
(1)Switch into Fullscreen Mode via CTRL-CMD-F
(2)Hide the Toolbar in Fullscreen Mode via SHIFT-CMD-F
(3)Move the mouse cursor to the top of the screen


Expected result:
Tabstrip/Omnibox/BMB should appear, so you can navigate easily.

Actual result:
Tabstrip/Omnibox/BMB don't appear. Only Menubar and the grey bar with the window controls appear.

This is probably mac (as iOS devices don't have a mouse).

Sounds like bug 868398.  Marking as a duplicate of that.

Original reporter: let me know if I'm interpreting the bug correctly.  If it's not a duplicate, say so.
